Has Joe Fagnano forced Ravens to keep three quarterbacks?

Joe Fagnano entered training camp as a developmental quarterback competing for snaps. Two preseason games later, he has forced the Ravens to consider departing from their recent two-quarterback roster strategy. Fagnano completed 22 of 28 passes for 224 yards, one touchdown and one interception against Philadelphia. He followed that performance by completing 15 of 20 passes for 123 yards and a touchdown in Baltimore’s 13-3 win over Minnesota.

Through two games, Fagnano is 37-of-48 for 347 yards, two touchdowns and one interception. His 77.1% completion rate reflects the accuracy and command he has displayed while operating with reserve personnel.

That production does not threaten Tyler Huntley’s position. Baltimore re-signed Huntley to a two-year, $5 million contract containing $3.5 million guaranteed. He has experience in the offense, a relationship with Lamar Jackson, and won both of his starts last season. Huntley is positioned as Jackson’s primary backup for 2026. His contract also gives Baltimore an affordable option for 2027.

The decision concerns whether Fagnano has become too valuable to expose to waivers. Baltimore carried only two quarterbacks on its initial 53-man roster in 2024 and 2025. The emergency quarterback rules and expanded practice squads have made that approach easier. The Ravens could waive Fagnano and attempt to re-sign him to the practice squad. His preseason tape, however, could convince another team to claim him as a developmental third quarterback.

Keeping Fagnano would require Baltimore to sacrifice a roster spot at receiver, offensive line, defensive back, or another position with special teams value. One preseason game remains, giving Fagnano another opportunity to strengthen his argument. He has not displaced Huntley, but he has made releasing him increasingly uncomfortable.

If Fagnano delivers another composed performance against Washington, Baltimore may decide that protecting a promising quarterback is worth changing its roster formula.
