Bristol Rovers boss Steve Evans insists he has "carte blanche" to turn down offers for his key players and says there is no desperation to add to his squad ahead of the transfer window closing on Tuesday night.
Evans admits that he has been fielding offers for some players who he is determined to keep as the League Two campaign gets into full swing.
And the Scotsman is adamant that he has the full backing of chairman Hussain AlSaeed as he bids to build a successful group.
"We have had offers [for players we want to stay] but they are going nowhere," Evans said. "I've got a wonderful situation with the chairman who says 'just say no and put the phone down and do it politely', so I've done it politely. It's no."
He added: "As much as everyone in football knows that everyone has a value I don't think we are in a football market in these current times where people are going to say simply 'just pay what it takes'. Maybe in the Premier League, but not below it with the restrictions people have on spending and the EFL protocols in terms of spending powers.
"Certainly, the offers that have come in front of me I have been able to say no. Of course, I have made the board of directors and chairman aware of it straight away, but I've got carte blanche with the chairman to say no to offers for players that we really want to keep.
"There has been interest in two or three of our players in terms of going out, players that we said were available, so we'll see where the boys want to go with that. That's up to them and the people that look after them."
Teenage winger Philip Sanyaolu became Rovers' 12th signing of the summer earlier this week but Evans said there might be scope to go back into the market.
"In respect of incomings, I think we are pretty much settled now. I don't think we are desperate to do anything.
"I think we are always open to a late move in. We are looking at options but whether we want to do that will really depend on the players we are seeing over the next week or so developing and settling in."
